As I don't think Amazon wants people to download any movies or series at all with any program, I'm kinda sure there is no "legit" program out there.

Also one has to consider the data density on such a disc.
The disc is always the same size, but for a DVD there's only 4.7/8.5 GB of data on it. But for a BluRay it's at least (up to) five times more. So one scratch has to be considered a much bigger problem for all data "below".

MakeMKV only removes AACS encryption. No region lock, no BDplus, no BD-J protection etc.
DVDfab Passkey helped for me with such problems. When rightclicking onto the tray icon there's a point for fixing BluRays. That might help you there.

More often than not manufacturers give out new firmwares to make drives (more) unfriendly at all.

Maybe your VLC doesn't work because it needs Java 1.8 for many BluRays. Then again it should still work, but only playing back the main movie itself.
