I seem to recall there's a way to change the region in VLC software, probably in the preferences somewhere. Unfortunately, I rarely use VLC so can't point you directly to it. A general question about discs that need new decryption keys:
Do you need to update the MakeMKV application itself to handle such discs, once someone figures out the needed decryption, or does MakeMKV "phone home" to get the new key without having to be updated?

It's a minor distinction I know, but there seems to be a line in the sand between the two. AFAIK, the various streaming services that work with PlayOn are okay with recordings being made and kept, at least at 720p/Stereo quality, and 1080p/stereo for some material. PlayOn has been around for years ...
