I use VSRip. When it's a tv show with several episodes, it's sometimes easier to remux the DVD first with DVD Shrink's re-author mode.

In the meantime I made some more tests and found out that, although MakeMKV isn't capable of exporting the forced ones only like with BD PGS, MakeMKV preserves the forced flag for individual subtitles within the track. Usually each variation has its own playlist so if you select this, you can make an mkv of that version. You should be able to determine this by title length or if you're on Windows by using BDInfo.

Avatar 1 has been discussed to death as one example where there's actually forced items inside the subtitle stream. When you check the box for
