Small correction. In Handbrake, the normal presets (including the 2160p60 mentioned above) have the Peak Framerate VFR setting as default, will keep the framerate the same as the source (up to the set maximum of 60 fps in this case.)

Most movies are at 23.976 like you stated above, so being lower than the typical 30 or 60 frame rate setting, no conversions take place by using the peak framerate setting. I just tested this again with a movie conversion, the framerate was not changed during the conversion process.
