Choppy UHD MKV playback VLC

Here is my rig:

17 4790k
gtx 970 4gb
16gb ddr 3 ram
windows 10

I'm running VLC and would love to stay that way. playing UHD MKV rips from makemkv are giving me choppy playback about every 5 seconds. I have adjusted about every recommended setting I could find. Does my CPU not support HEVC? Any help would be awesome, but I am planning on building a new PC soon. Any recommendations for cpu/gpu for playing and editing 4k video?

Thanks.

That's kinda weird I have a 970 and 2500k and when I watched the Jurassic parks in 4k it was not choppy but mine is overclocked to 4.2. But none of your hardware supports hvec decoding so the CPU needs to do all the work. A gtx 1050 and up from Nvidia supports hvec decoding but maybe just try ocing so you don't have to upgrade

Use MPC-BE with Lav filters and MadVR to pass through HDR instead of using VLC.

You have two choices

Simple solution: Upgrade to a current GPU model.

Cheap solution: Put in an additional graphics card, capable of decoding HEVC 10-bit, like an Radeon RX 460 or Geforce GT 1030 and follow annisman's advice.

I bought a gtx 1080, so I am going to assume that will fix all my video playing issues.
