Bluray case question

Found a good deal on a BD on eBay from the UK. On the bottom-left corner of the front of the case (above the bluray disc symbol) there is a number 12 in a red circle. Never seen this before--is it region code meaning regions 1&2 or something totally different?

Bluray region codes are letters. More likely, it's an inspection stamp or a production code.

Isn't it a EU age label? Formatting can differ but on the Bluray in front of me (Harry Potter Complete Collection) there's a 12 in a red circle.

Yeah, pretty sure that is the recommended viewing age classification.
